1985 - Started in property management helping his father
Arthur became involved in property management in high school by helping his father who was a landlord, investor, and a property manager. Arthur's first job was mowing lawns, painting, and doing janitorial work.
1986 - Started as a salesman at a real estate development company in Chicago
In addition to helping his father, Arthur began working as a salesman for a real estate development company in Chicago. A real estate license was not required because Arthur only helped manage properties owned by his father and sold properties owned by the real estate development company (1986-1988).
1987 - Became a Marketing Manager with a team of a dozen salespeople
Arthur became Marketing Manager for the real estate development company, managing a team of 12 salespeople.
1988 - Purchased his first property
With his father's help, Arthur became a landlord and property manager himself in April when he purchased a 4-unit apartment building at Fullerton Ave & Central Ave in Chicago, IL 60639.
1988 - Obtained Illinois Real Estate Salesperson's License
In August, Arthur obtained his IL real estate salesperson's license number 476.303421, and decided to dedicate his career to real estate.
1989 - Started a real estate investment company
In November, Arthur formed a real estate investment company and began buying foreclosed properties. The first office was located just south of I-90 at 5444 N Cumberland Ave, Chicago, IL 60656.
1989 - Started a construction company
Arthur started a construction company in Chicago, IL.
1990 - Purchased a union construction company
Arthur purchased 49% of the stock and became vice president of a union construction company in River Grove, IL. After increasing sales by approximately 300% by having subcontractors work with the company's own crews, he sold his interest to other shareholders in 1991.
1992 - Obtained Illinois Real Estate Broker's License
Arthur became a Licensed IL Real Estate Broker in IL, license number 475.095815.
1992 - Opened his own real estate brokerage company
Arthur opened his own real estate brokerage company with the first office located at Milwaukee Ave and Elston Ave in Chicago, IL 60646. His took this company from 6 to over 40 sales associates strong.
1998 - Started a title insurance company
Arthur started a title insurance agency underwritten by the Commonwealth Land Title Insurance Company and United General Title Insurance Company. He performed title examinations, supervised all aspects of title agency’s operations, and provided remote closing services to Illinois real estate attorneys (1998-2004).
2000 - Became a Certified Commercial Investment Member of the CCIM Institute
Arthur obtained the CCIM certification. The CCIM designation is earned upon completion of a graduate-level curriculum and attainment of a high level of qualifying experience. CCIMs are recognized experts in commercial and investment real estate throughout the world.
2000 - Purchased an office building in Niles, IL
Arthur moved his real estate company to newly purchased office building at Milwaukee Ave & Oakton St in Niles, IL 60714.
2000 - Served as a director and board member of the Illinois CCIM Chapter
Arthur served as Member of the Board of Directors of the Illinois CCIM Chapter (2000-2008).
2002 - Organizing a secondary mortgage market in Poland
Arthur participated in organizing a secondary mortgage market in Poland as a consultant to and a liaison between Polish Development of Housing and Fannie Mae (2002-2004)
2002 - Served as a director and board member of the Chicago Association of Realtors
Arthur served on the Board of Directors of the Chicago Association of Realtors (CAR), (2002-2004).
2003 - Completed training at The World Bank Headquarters in Washington, DC
Arthur completed courses at The World Bank Headquarters in Washington, DC. on the subject of Housing Finance in Emerging Markets – Policy and Regulatory Challenges.
2003 - Graduated from the Jay W. Levine Leadership Development Academy
Arthur graduated from the Jay W. Levine Leadership Development Academy.
2003 - Became the Treasurer of the Illinois CCIM Chapter
Arthur became the Treasurer of the Illinois CCIM Chapter.
2004 - Became a Licensed Real Estate Continuing-Education Instructor
Arthur became a Licensed Real Estate Continuing-Education Instructor, license number 563.001638 (2004-2010).
2004 - Became the Vice President of the Illinois CCIM Chapter
Arthur became the Vice President of the Illinois CCIM Chapter.
2005 - Became a Licensed Mortgage Loan Originator
Arthur expended his real estate practice to mortgage loan origination and became a Licensed Mortgage Loan Originator, license number 563.001638 (2005-2009).
2005 - Purchased a mortgage company
Arthur purchased 49% of shares in a mortgage banking company in Lincolnwood, IL 60712. He was involved in all aspects of loan origination and underwriting. In 2007, after the company grew, he sold his stock back to existing shareholders for a profit.
2005 - Opened a real estate school
Arthur opened a real estate licensing and continuing education school in Niles, IL 60714 (2005-2010).
2005 - Became the President of the Illinois CCIM Chapter
Arthur became the President of the Illinois CCIM Chapter.
2006 - Became a Licensed Real Estate Pre-License Instructor
Arthur became a Licensed Real Estate Pre-License Instructor, IL license number 512.002708 (2006-2011).
2007 - Conducted condominium development in Lincoln Park, Chicago
As a developer and general contractor, Arthur led a successful condominium development in Lincoln Park, Chicago.
2008 - Obtained PRI, CNE, CIPS, CRB, CRS, GRI, ABR, RECS, SRES, and ePRO designations and certifications
In addition to the CCIM, Arthur obtained various real estate industry designations and certifications: PRI, CNE, CIPS, CRB, CRS, GRI, ABR, RECS, SRES, and ePRO.
2008 - Grew the real estate brokerage company from 6 to 612 sales associates
Arthur grew the real estate brokerage company from 6 to 612 salespeople with $1 billion in annual sales. Developed an Enterprise CRM & Transaction Management System to manage real estate transaction online using Internet technologies. Closed an average of 200 real estate transactions per month.
2008 - Became Illinois Licensed Auctioneer
Arthur became Licensed Auctioneer, IL license number 441.001464 (2008-2012).
2010 - Closed the real estate brokerage company
Due to the Great Recession 2008-2010, real estate sales plummeting by 95%, and mortgage financing was no longer available. Arthur closed the real estate brokerage company, and started working as a Court Appointed Receiver.
2010 - Became a Certified Auctioneers Institute Member
Arthur earned the prestigious Certified Auctioneers Institute Member (CAI) designation from the National Auctioneers Association Education Institute, by successfully completing a three-year graduate-level curriculum.
2010 - Became an Accredited Auctioneer of Real Estate
Arthur was confirmed by the National Auctioneers Association as an Accredited Auctioneer of Real Estate (AARE).
2010 - Became the Illinois Receiver
Arthur became the Illinois Receiver managing non-residential properties in foreclosure under court's jurisdiction. Appointed pursuant to the Illinois Code of Civil Procedure 735 ILCS 5/15-1704.
2010 - Performed commercial property management for Illinois state and federal courts
Arthur managed multiple assets in various categories, approximately 1.5 million square feet. Collaborated with staff and guided optimal leasing strategies with internal and third party leasing brokers. Managed daily operations, maintenance and leasing. Conducted site visits to properties to review conditions, meet with tenants, and gain a deeper understanding of the portfolio. Responsible for TI and BI project management, tracking tenant allowance and overage billing. Performed annual budgeting process and quarterly re-forecasting for all facilities. Negotiated leases, reviewed financial statements including balance sheets, income statements, cash flow statements and variance reports per property and reviewed consolidated variance explanations. Execute leases, prepare and review lease abstracts to ensure all property and tenant information is current and accurate through lease interpretation and reconciliation with other property information. Ensured reports, documents and financial information were forwarded to appropriate parties and maintained appropriate documentation for internal control purposes. Reviewed monthly, quarterly and annual reconciliations of recoverable costs. Reviewed monthly CAM accruals, budgeted CAM estimates and annual CAM settlements. Analyzed building improvement and tenant improvement contracts, pricing methodologies, bidding process, and vendor selection. Procured centralized contracts for services i.e. evictions, utilities, landscaping, HVAC, etc. (2010-present).

2012 - Became a member of the American Bankruptcy Institute
Arthur became a member of the American Bankruptcy Institute (ABI).
2012 - Became a member of the National Association of Bankruptcy Trustees
Arthur became a member of the National Association of Bankruptcy Trustees (NABT).
2012 - Became a member of the Turnaround Management Association
Arthur became a member of the Turnaround Management Association (TMA).
2012 - Became a member of the International Association of Restructuring, Insolvency & Bankruptcy Professionals
Arthur became a member of the International Association of Restructuring, Insolvency & Bankruptcy Professionals (INSOL).
2012 - Was appointed a receiver by the FDIC in the U.S. District Court for the Northern District of Illinois
Arthur managed a failed townhome development after being appointed on a motion of the FDIC as a receiver in the United States District Court for the Northern District of Illinois.
2014 - Started Licensed Private Alarm Contractor Agency
Arthur extended the construction and building maintenance side to include security systems, cameras (CCTV) and access control. Securing properties and protecting assets is an integral part of property management.
2019 - Started Licensed Private Detective Agency
Arthur expands rental application screening to include nationwide background checks performed in civil and criminal courts in all 50 states, in addition to standard credit reports with a credit score, residency verification, and employment verification.
2022 - Expends HOA Association Management
Arthur expanded property management services to include HOA Association Management. Illinois Community Association Manager License Number 261.003103. Relative to how many property management companies there are in Illinois, only a handful of them are licensed to manage HOAs. In addition to the regular real estate brokerage license, a separate Community Association Manager license is required to manage HOA's.
